The ruler of Celestia is traditionally the strongest person in the world; they can be challenged at any time by anyone for the title, and they don’t have the ability to create laws the way most rulers do. Really the ruler is a sort of laissez-faire party leader scaled up; not an absolute monarch, but a leader trusted and looked up to on the basis of his strength, who may just as easily be disregarded entirely. This explains Max, too, who claimed repeatedly to want to ‘rule the world’ but showed no interest in making other people do anything(which ''is'' kind of a basic component in that usually).
