Using the same style as the Liliale Orb. I've outlined any Mastery Levels with a yellow border similar to the plus sign that appears on any mastery icon. I've updated the colour for skills. Xillia's tables may need to be updated similarly, but I believe I chose that shade for those tables so it wouldn't conflict with the green for Mind and SP. Since there's twelve columns instead of six, I've had to increase the width so it doesn't automatically force word wrap in cells.

Since there's only ever 12 columns, here is if they're all aligned. Anything that involves two elements will be outlined with that green border, as it appears in-game. This would signify it requires the element it's currently under, plus the element to its right, or in the case of Fire, it requires Light. However, I don't know if it's possible or even necessary to signify the mastery skills. I don't know how if at all to put a double colour border, but the Lv.# after the skill name is self-evident, though less noticeable. I've added the elemental colours for reference, they're largely the same as the stat colours in Xillia, but obviously they represent different stats. They're just there in case we want to make use of them later, but there's nothing seemingly necessary other than if we want to put some sort of border down columns to see the label without scrolling up.

One of the more ideal solutions I've tried to work with is 3/4ths of Light in the first column, with 1/4th in the final column. The only two rows that have six columns are 15, and 50. Everything else is divided into up to 12 pieces. The final column would then be a full column which would be a combination of Fire and Light. However, the formatting doesn't want to accept that the final column spans across both Fire and Light, despite the numbers adding correctly, so the final colspan for Light is set to 2 and repeats the first pure Light cell.

In terms of the second example, we can increase the colspan of some things, like HP Gain if we don't want the empty space next to it, but that may be more confusing. I'm slightly more preferential to the second option, purely because there's more cell space for the Fire/Light combination, but it would be ideal if the 3rd could get working.

For progress, I'm definitely ahead of the sources listed already, up to the 3590 point margin for some elements on some characters. I have yet to get Musee, but when I got Milla, she had 500 in every element, and Gaius had 600. I'm not sure if that's based on my progress or their default, because my averages were definitely higher than that. In the case that Milla is 500 by default, every point requirement before 500 would be excluded from the table, since we can only guess at where they stand based on the position of mastery levels and correlating other people's skills.

Hopefully in the future, there will be a reliable source to double check with. I'll likely start on Ludger's Orb as soon as we clear the best way to display it.

The last example is best and most intuitive. This makes the green border irrelevant and I don't want to have it and cause confusion as to its meaning when people can already see that it is under the columns of two elements... unless it makes things clearer further down the list. For the final column, for anything that spills over to the other side, leave the associated first column blank to sorta emphasize that, like what I did to represent the Swordian Device rings in tabular form. Aside from that, it looks okay, just don't bother with the Colors row unless it's like really important. Then of course there's the translations for everything, which should make the arte mastery level things more clear once it's worded out.
Edit - Try making it 1/4th Light at the start and the rest at the end, so that the blank first column for wrapping skills/artes will be more noticeable. Although actually I think the original table is best since it does not split up an element.

Just Japanese for now, stopping here because I have to leave soon. Keeping the border just in case, and changing it to solid from ridge since the depth looks weird. I feel it still needs the visual distinction from completely new artes. I feel like the first column for Fire/Light should be wider, and the last column should be coloured but blank, just so it's easier to read. Ludger has very few Light/Fire apparently, but Leia has two artes there along with skills, one of which is Fancy Elements (read: long ass name). Ludger's overall Arrowcell is by far the most dense, yet there are a notable number of empty cells laying around. Not sure if there's anything to be done to make it look less empty.

I still have no clue what the limit is, but 5630 is the furthest I've revealed, and every arte appears to have 4 levels. I used full-width katakana alphanumerics, not sure if we want to use English input for alphanumberic or not.

We should always use JP-input alphanumerics when used as part of JP text. To help decrease the size of some things, the <small> tag can be placed around the longer katakana names, but avoid using halfwidth kana. You can exchange the first and last column if it looks better to you. The empty cells are not an issue, so just leave them there to add structure to the table design. I do agree that some sort of distinction should be made for newly learned artes and their mastery variants, but try to stay faithful to the color scheme in the game as much as possible by using a different border color instead of changing the cell background. It doesn't look as colorful as the L.Orbs in the first game, so I'm not really happy with aesthetics, but we should follow what the game uses as much as possible.

Stopping here for now. The rest of the tiers are 9230, 10110, 11050, 12050, 13110, 14230, 15420, 16680, and there's one more in the 17k range that I can't recall I believe. I have a small issue with a very few number of cells for Gaius, and I think one other character, where I missed the thing they learned because I killed a Gold Bakura which gave 370 EC + 80% Bonus from the food item I had on because I was greedy. Game doesn't give after-battle reports on skills learned by characters not in the active party unless its from map ECs. It skipped the cell entirely because of how many points they earned and went straight to the next one. I have a rough idea of where the mastery skills I missed are, because they have to be at least one space away from the last and next mastery, but I may have missed an actual Skill. I'm recognising all the skills I see in the menu, but I'm not taking a very in-depth look, so when I map it out, I may be putting a question-mark next to those particular mastery skills, and if I can't find a skill I've learned, a question mark in the cell perhaps. I think I'm almost done the game, and I'm very close to maxing everyone's elements. I'll double check some of the things I missed if I do a second playthrough, but that may be a very long ways away in the future. I'll add English when I finish this table completely so I can double check everything myself.

Sorry for not checking this right away. I started by fixing some aspects of the code, since CSS is mandatory for most things now due to an upcoming upgrade in the MediaWiki software which will render certain HTML aspects deprecated. I mentioned before that some conservation of width can be managed with the <small> tag rather than using halfwith kana, and I am showing how that is accomplished on your test table, only on the first several rows since I don't have time to do the rest of the table. Translated names can also be reduced in this manner if wrapping exists, but I want to think of a different way to display the mastery level numbers. Btw, on the 3180 row, the name of the first entry doesn't match the kana.
As for cosmetic fixes which I did not attempt yet, maybe all of the blank cells should be shaded gray since all of the whitespace is a bit distracting. And for the cells that wrap around both sides of the table, please make either the left side or the right side blank, rather than putting the data in both columns. The column with the data should be expanded to allow the text to be viewed without much word wrapping.
But the page may as well be created at this point now that it's essentially complete sans minor fixes for aesthetics. The same goes for the pages of other chars if you have them ready. I really should be doing my own work on the arte pages but real life sucks.

I started to add some of the English names from my own list that I am making, but I didn't get very far because I couldn't get the chart to scroll sideways in the editor. I'd like to help out more if someone else knows of any possible solution to the issue, but I also saw the main contributor said they wanted to add the English names themselves so they could double-check everything. Let me know if you'd like me to refrain from further additions.
